Vicente - the fourth storm to operate in the South China Sea - is gradually increasing, expected to land in Quang Ninh - Hai Phong waters on the morning of July 25. Hanoi and Hai Phong are directed to be ready to fight flooding.

On the morning of July 23, the Central Steering Committee for Flood and Storm Control had a meeting to respond to Typhoon Vicente. According to the director of the Central Center for Meteorological and Hydrological Forecasting Bui Minh Tang, this morning, the storm center is about 390 km northeast of Hoang Sa archipelago with the highest wind speed reaching 9-10 level. Day and night, the storm moves in the direction between west northwest and northwest, speed 10-15km per hour and has a stronger ability.

In the morning of July 24, the storm center is about 150km east of Le Chau Peninsula (China), with the highest wind level reaching level 10, up to the beginning of level 11. Noon of the same day, storm surpasses Le Chau Island newspaper, advances to the northeastern coast. In the evening of 24/7, the storm approached the waters of Quang Ninh province, the center of the storm was close to Mong Cai.

According to Mr. Tang, the storm will land on the morning of July 25, then quickly weaken into a tropical depression and a low area. The area directly affected is Quang Ninh and Hai Phong. The coastal provinces from Thanh Hoa come out to be a hurricane circulation area.

The director of the Meteorological Forecasting Center said that the rain from the storm will last about 2 days (from the afternoon of 24 to noon 26/7) with a total rainfall of 100-300mm, some points up to 400mm. Thus, plus the precipitation yesterday and today, many places have a total rainfall of up to 500-600mm. Rainy areas are concentrated in the Northeast, Viet Bac and Northwest regions. According to Mr. Tang, since the formation, the storm has a constantly changing direction. Therefore, it is necessary to keep a close watch on developments.

Recalling the weather agency's warning, Agriculture Minister Cao Duc Phat reminded, the change in the storm has changed, which may change. Noting that the waters of Quang Ninh - Hai Phong have much aquaculture, Mr. Phat asked the provinces to guide fishermen on the shore tomorrow. In particular, he asked these two localities to depend on the sea ban, not because he had booked a tour but ignored the storm warning because the lesson from many years is not sinking fishing vessels but sinking cruise ships anchoring parked at the dock.

According to Mr. Phat, in addition to prevention at sea, there are many worrisome things on the shore, such as landslides of coal dumps causing death, high tide combined with sea level rise . "Rain forecasting focuses on the mountainous areas , the risk of flash floods and landslides is high, therefore, tomorrow needs an evacuation plan, " Mr. Phat stressed.

Directing the meeting, Deputy Prime Minister Hoang Trung Hai emphasized that it should be especially wary of the situation of rain, not letting storms divide the traffic. Mr. Hai requires cities such as Hanoi and Hai Phong to be ready to fight flooding.

In response to the hurricane-hit area, Mr. Hai asked to send two missions to Quang Ninh and Hai Phong. Unions need to arrive early before the storm comes in to check the cages to bring people, take boats to moor, correct methods, fight against houses .

For ships and boats at sea, the Deputy Prime Minister instructed the ship to go south to avoid storms."Every trip to rescue is very expensive, but the main thing is dangerous for people to go to rescue. Therefore, it is best to forecast and inform early to call boats soon , " the deputy prime minister said.

In response to Typhoon Vicente, the Steering Committee for Flood and Storm Prevention and Control has sent a message to the localities. According to the Chief of the Office of the Steering Committee Vu Van Tu, Quang Ninh province has banned fishing vessels from sea since July 22. Currently, Quang Ninh and Hai Phong are watching more to ban cruise ships in the Gulf of Tonkin and protect coastal vehicles. In addition, all provinces from Quang Ninh to Phu Yen are directed to capture the operation of boats.

According to the Border Guard Command, as of 6:30 pm on July 23, the border guards of the provinces cooperated with local authorities, the ship owner's family, the captain and forces to inform and guide 48,184 ships and 186,060 active workers on the sea know the location and direction of the storm to actively prevent and escape the dangerous area. Of these, 165 ships (1,648 workers) operated in the Paracel Islands; 8,239 rafts and cages (40,236 laborers) operate in the sea area of ​​the Gulf of Tonkin and in the high seas of Quang Ninh and Hai Phong. There is no damage to ships.
