This system was invented by Amos Golan, who served as the commander of Israel's Terrorist Team, with such an observation that it allowed security forces to protect themselves safely when fighting armed groups in the city.

It gives the security forces enough equipment to enable them to react quickly in many combat situations close to the guerrilla groups in the city.
