ABC Science says the dust vortex is a common phenomenon on Mars , especially in the vast plains between the volcanic range of Tharsis and Elysium.

Wind tends to carry small dust particles, negatively charged up. Meanwhile, heavier positively charged dust particles still lie below the whirlwind of dust. This separation forms a large-scale electric field, like the cathode and anode of a battery.
