7 bad behavior in scientific research

On March 23, the Chinese Science Association published a "Code of scientific ethics of scientific workers" . This "Rules ." defines 7 bad behaviors in scientific research .

After a series of fake events, academic frauds, on March 23, the Chinese Science Association issued a "Code of scientific ethics of scientific workers".

This "Code" provides a definition of seven types of behavior that are considered to be bad behaviors as follows:

1- Intentionally reporting false, artificial data or results, damaging the completeness of the original data, correcting actual records or drawings, false statements in the project application, report achievements, promotions ., provide fake award certificates .

2. Infringement or harm to the copyrights of others, deliberately cutting into the publication of another person's work, copying the work, falsifying the content of another person's work; not yet authorized, taking advantage of the information in the application or the self-approval draft, disclosing it to others or using the work of others who have not published or published the research plan; giving achievements to people without dedication to research, dismissing people who have devoted their practice in research from the list of authors, impersonations or unreasonable requests for authors or collaborators.

3- Report wrong results.

4- Use of improper tactics to interfere with or interfere with other people's research activities, including knowingly destroying or storing equipment, materials and money of related materials in research activities. other people; knowingly extending the time to evaluate, verify other people's achievements or projects, or make unproven statements; interfering with competing projects or results.

Participating or joining other people in hiding academic weaknesses, including engaging with other people in an academic way, along with other people attempting to conceal bad behaviors, losing their positions or retaliating for the accuser. Participating in the appraisal and evaluation work, not related to your own expertise; when evaluating and awarding awards, approving research reports or evaluating the structure, approving projects ., directly or indirectly giving unbiased, inaccurate or unfair assessments due to conflict with personal interests; directly contact with the assessors and organize the approval and receipt of gifts of the approved subjects.

7- Participate in propaganda and commercial advertising in the name of experts and academic unions.

This "Code of Conduct ." also clearly identifies the order of monitoring bad academic behavior. The Chinese Science Association will develop academic records, which will have specific notes for those who have bad academic behavior. Upon receipt of the denunciation, the Scientific Association will entrust the association, the organization or the relevant department to investigate the facts and make comments.

On the basis of the "Rules ." above, Chinese scientists have proposed to the State some issues related to improving the management mechanism to combat corruption in scientific research. That is:

- See the problem of failure in scientific research with a starting point is a matter of personal moral quality. Therefore, it is necessary to strengthen moral education and fostering the academic spirit of trying to create a healthy academic environment. Improving the academic ethics of university and college students is an extremely important link.

- Separating academic power and administrative power. should not take essays, works or projects or research funding as the evaluation criteria for managers of universities and colleges. Deal with their remuneration so that they can fully focus on management. Assigning work with the right level of expertise to avoid confusion between technical and administrative tasks to reduce the chance of arising of corruption.

- Quickly build and perfect the contents of the law to punish the phenomenon of corruption. It is necessary to have regulations on handling, including specific criminal liability for each level of embezzlement, extracting scientific research funds, including those in charge of such units.

Cut off all the benefits of government officials and researchers, because it is a " soft bed " for the corruption phenomenon.

- Strengthen the process of monitoring and managing auditing. For large projects, it is mandatory to conduct independent auditing by non-governmental audit agencies. All projects must manage and monitor the whole process, not self-inspection.
