The son of a minister, Ebenezer Cobb Morley has been playing sports since he was a teenager and later, when he was a deep researcher of law. After arriving in London in 1858, he helped found the Barnes Club in 1852 and personally organized and wrote laws for football in Bell's Life sports newspaper.

In 1863, Morely gathered other football clubs throughout England, and then drafted 13 rules for the sport, which later became the premise for modern football law.

These 13 laws form the rules of later modern football, helping to reduce violence on the pitch and making football better organized.

Morley was also an active member of the British Football Federation in 1863. He was an honorary secretary from 1863 to 1866 and then Chairman from 1867 to 1874.

Morley died on November 20, 1924, ending his journey of creativity and attachment to football.
