Department of Agriculture and Rural Development of provinces / cities under central authority must conduct detection, monitoring and forecasting of forest pests and diseases in the locality; guide and support forest owners to prevent and eliminate measures; directly organizing the prevention and elimination of organisms harmful to forests in case of wide spread risks.

At the same time, localities also need to enhance the application of pest management measures, attach importance to silvicultural measures, measures to use bio-products to kill insects, to minimize the use of drugs chemistry; Enhance the ability to actively control outbreaks right from a narrow area, avoiding spreading epidemics.

In recent years, forest pests have occurred on a large scale in many localities, such as deep pine in Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thanh Hoa, Lang Son and Son La .; acacia mangium worms in Tuyen Quang and Vinh Phuc paper material areas; Eucalyptus harm in Long Xuyen Quadrangle; translation of nematodes causing mass mortality of three leaves in Lam Dong, Kon Tum and Thua Thien - Hue; bamboo grasshoppers, luong in Hoa Binh; deep threatening protection forests in Soc Trang .

Especially, in Nghe An alone, by May 2006, there were 6,107 ha of pine and pine trees at different ages in Nghe An were attacked by insects. Particularly in Nam Dan district, deep-rooted outbreaks occurred in February 2006, with more than 801 ha severely infected, with a density of about 1,000 heads / tree. The district has spent about VND 300 million to buy drugs and mobilize officials and workers to concentrate on the epidemic for 45 days.

According to the Ministry of Agriculture and Rural Development, every year, forest pests and diseases have caused great losses, not only reducing the quality of forests, killing thousands of hectares of forests, estimated losses of billions of VND, but also making ecological degradation.
