'IT will help the country to escape poverty quickly'
The year of Binh Tuat 2006 has gone through with a spectacular development with many impressive achievements of IT and IT in the general development of the country. On the occasion of Dinh Hoi Spring, Minister Do Trung Ta shared with Vietnam Post Newspaper his feelings and impressions in the past year and the next step.
- Dear Minister, in 2006, there were many imprints on the development path of the Posts and Telecommunications industry - Vietnam. 10 outstanding events of the industry in the past year have been announced by the Ministry. With the responsibility of the head of the industry, can the Minister give his deepest impressions in the past year?
Minister Do Trung Ta : For a long time, I was very concerned with the introduction of telecommunications in the heart of the people, better serving the people and thereby hearing the people's assessment to correct themselves. better. I am very happy that businesses have agreed, cooperated and competed on the spirit of national development.
The Government and the Ministry of Post and Telematics have drastically directed to achieve high social objectives: nearly 92% of communes have reported in the day, nearly 8000 CPOs have free reading books, 100% of communes have telephones , developing 10 million telephones / year, applying radio technology strongly, starting Vinasat satellite project . Information to the people no longer depends on the near distance thanks to digital technology. Now we launch satellites into orbit, even if the terrain is how people still have information. So is rural as well as urban.
I have been thinking for many years, from being a teacher, to studying, and when doing management, it is even more intense than how to benefit our villages, such as: " The Internet went to the village ", then the farmer" moved his leggings ". Now these orientations have become a reality in Vietnam.
Recently, I read an article by an overseas Vietnamese businesswoman in the US online, she said that since 2002, Vietnam has made very bold advances in IT. Through Long An, many houses inside are not worth anything outside the altar but there is a small table on the side and a computer on it. After that, on Da Lat, she saw many students and students sitting in front of the Internet, she felt that Vietnam had "shortened" the gap with the world, thanks to the Internet. Those are the sincere feelings of a person who is far from home.
Also in 2006, the state management, from the Ministry to the Provincial Department of Post and Telecommunications, had many good results. The opening, competition and progression to WTO are all conducted cautiously and effectively. Telecom tariffs are getting lower and more and more, businesses cooperate with each other to form national competitiveness in the integration period, telecommunications and direct television to serve the 14th APEC Conference with The best quality, the result of the First Meeting of the Ministers of Information and Communications of ASEM countries in Hanoi, the presence of Bill Gates and Intel Corporation in Vietnam are also good marks of Vietnam ICT in 2006.
The good news is that the whole year has over 2700 articles, averaging 7 articles per week, writing about PT and IT, in which, the number of reviews is good, praising relatively much. A number of posts are straightforward, even harsh, but very sincere and constructive. In general, the media and the press have a sympathetic and closer relationship when the whole industry is determined to take positive actions to overcome negative issues.
- During the course of his work, the Minister is always interested in bringing the phone to the countryside, bringing information to farmers, such as setting and directing the implementation of the policy of building a CPO at the time. Chairman of VNPT's Board of Directors, or the policy of popularizing Internet to rural areas recently . But so far, information needs for rural areas are still a great urgency, and the industry's efforts are the first step. . In the future, what direction will the Minister have to continue this noble mission?
The field of Post and Telecommunications - IT is always concerned by the Government. In 2006, Prime Minister Nguyen Tan Dung was directly the head of the National IT Steering Committee. In addition, the Prime Minister also attended many meetings, welcomed leaders of organizations and enterprises on PT - IT.(Photo: Prime Minister Nguyen Tan Dung exchanged with Minister Do Trung Ta after the meeting with Japanese Minister of Home Affairs and Communications at the National Convention Center on January 8, 2007).
When doing research, I not only chair the topics of modernization, but also directly participate in many topics related to rural areas, such as remote medical topics, topics of manufacturing Small-capacity transmission and switching systems for rural areas and later, in the management work, propose the construction of MDGs . There have been certain results applied in practice such as PCM30, subject fiber optic wrap project, manufacturing 1000 digital electronic switchboards, remote disease diagnosis, building CPO sites nationwide .
Currently, in Vietnam, fixed telephone rates are among the lowest in the world, but with the income of farmers, the price is still high. Therefore, we have to do the opposite of the world: people develop IP phones from the city and gradually develop to the countryside, and we should open affordable and affordable IP phones in the countryside. previous by combining access solutions with self-fabricated soft-switching systems. When IP phones are of high quality, we switch networks from traditional technology to IP technology.
When developing telecommunications in rural, deep-lying, remote, border and island areas, enterprises will be supported by the public utility telecommunications service fund. In the past few years, we strive for "the Internet to the village" and the farmers "move the leggings" . Now the reality has gradually cleared up. Imagine that once all 8,000 MDGs in the country have high antenna towers for mobile phones, then 8,000 points will either have fiber optic access, or catch waves from Vietnam's Vinasat satellite to supply providing Internet services to farmers, narrowing the digital gap between rural and urban areas is almost no longer a problem.
The goal of developing ICT universalization is for people, so it is not only to shorten the technological gap but also to shorten the disparity in intellectual standards and the number of people benefiting from services. ICT. How on this infrastructure must have more and more farmers to be able to use utility services, to be friendly to them at a low cost, the information gap between rural and urban areas will be narrowed properly. . The ethnic minorities from the location of the community information points will gradually turn into the socio-economic centers of the village, where people can carry out non-cash transactions on one New environment: electronic market.
In 2006, our IT-tele developed at a very fast pace and achieved unexpected milestones. The minister commented on these developments, especially the milestone of 10 million new subscribers, the Internet development rate of over 32%. What is the minister's forecast about the development of the new year 2007?
2006 is the year our country has created a lot of imprints of a vibrant developing country: organizing the 14th APEC Summit, officially joining the WTO, receiving normal trade regulations forever. Telecom (PNTR) with the United States . In these events, it is possible to say that telecommunications is always parallel or one step ahead. We are more poignant than Uncle Ho's teaching: communication is the most important thing of revolutionary work.
Another good point is that businesses are also satisfied with the Ministry of interest and conditions for their development. The guidelines of the Ministry have helped businesses feel confident and eager to strive. The Ministry's decisions on connectivity have dealt with long-standing problems by moving from an agreement to an economic contract, which is very fair and mutually beneficial. Enterprises themselves also have innovation in thinking, well aware of the motto of cooperation and competition in the opening period.
In the coming years, there will be a gradual shift of Vietnam's network system from TDM technology to IP technology. This packet switching technology will help reduce investment costs, create more services and open up the prospect of fairly deep convergence between speech, writing and image systems.
During the transition, because the traditional network of TDM is still good, the problem for scientists and managers is to study the solution to connect the old network with the new network to create customers with new broadband services, global services. Thus modernizing but still saving investment capital for the industry by its own internal forces.
The impacts of IT need to go into the service of people. For example, electronic cards, electronic identity cards, electronic finance, electronic airline tickets . Care and monitoring of children in kindergartens can also be electronicized, linking schools to communes Assembly, by image information, data. Quickly bring Internet services, send e-mail to television screens, flat screens will become home electronic newspapers.
We have to create human resources, in which every person who works in IT can become a small director. Just one computer and one person can become a company. So, if you imagine a young director who brings 10 jobs for you, IT will contribute to solving jobs for society. And IT itself will help the country quickly get out of the list of poor countries.
- Minister, in that development, how will the role of the Ministry of Post and Telematics show?
The legal corridor in the field of post and telecommunication-IT has been relatively adequate for the management at the current level. But in the future, when the convergence of services at a high level, the competition of domestic and foreign enterprises is wider, more profound, the needs of wider applications, the role of state management The Ministry of Post and Telematics needs to be strengthened even more strongly.
The first is completing the system of specialized legal documents, in which, focusing on the amendment and enhancement of the Ordinance on Post and Telecommunications. In other words, to build new laws on the basis of the Post and Telecommunications Ordinance: Law on Telecommunications, Law on Radio Frequency, Law on Post and Delivery . If so, together with IT Law and Education Law We will have a complete ICT management legal system in 2009. It is in line with the Ministry's name we are proposing.
Secondly, the ministry needs to promote IT development more strongly, by developing and promulgating mechanisms and policies so that businesses can thrive and apply IT widely in all industries. , every level, every locality, every business, every school and every citizen. Need to make the whole society feel indispensable to apply IT, IT really brings labor productivity, production and business efficiency and management, saves time and promotes the process of automation too International course .
Third, to build a Vietnamese IT industry. If entering into the construction of software industry, content industry and on the basis of receiving international achievements, strengthening cooperation and international labor division, in this field, Vietnam is not too poor, too far from developing countries. The world still assesses the potential of Vietnam's young human resources to adapt positively to IT development. Therefore, IT industry development must be considered based on our comparative advantage as a goal to develop a fast and sustainable economic growth.
- On the occasion of the Spring of Dinh Hoi, did the Minister wish to have the first spring to CBCNVC and the collaborators and readers of Bao VanVN?
With this development momentum, only after a few months of the Lunar New Year, we will have a public celebration of the completion of the target of developing the phone of 35 phones / 100 people that the Party X Resolution was set for 2010. Therefore, I look forward to all the officials and employees in the industry to unite, have an objective view of the reality of actively handling the shortcomings of the industry so that from 2007 onwards we will develop more vigorously. advantages and opportunities in the period of integration and competition. Enterprises will be the implementers of the strategies set out by the industry, so there is a need to work together so that we can move from the competitive stage between Vietnamese businesses to competing with foreign ones. and progress towards national competition: between Vietnam and other countries. That requires improving the quality of human resources of businesses.
Reading newspapers is learning, updating knowledge and training yourself. Therefore, on the occasion of Dinh Hoi New Spring, I would like to thank the reporters, editors and officials of the Vietnam Post Newspaper for their efforts in renewing the content and form of the newspaper. In the past year and wish the near and far collaborators and readers of Vietnam Post Newspaper a new year: Healthy, Happy and Successful.
- Thank you, Minister .
