In the opening remarks of the conference, UN Secretary General Kofi Annan affirmed that the special session of the UN General Assembly on HIV / AIDS five years ago has made an important turning point in the joint effort of the international community. to prevent the spread and treatment of this century's disease. On the basis of the Declaration of Commitment, Member States have adopted a series of measures with many specific and time-bound goals to promote the fight against HIV / AIDS at the national, regional or above levels. global scope. According to Mr. Annan, the effort to mobilize financial resources for the fight against HIV / AIDS has also achieved many encouraging achievements when the Global Fund officially came into operation.
However, Mr. Annan admitted that many countries still have not reached the goal of HIV / AIDS prevention and control.The propaganda, education and counseling on HIV / AIDS for the younger generation has not really promoted its effectiveness in some countries . Meanwhile, HIV / AIDS prevention and control measures for women and girls are implemented very slowly, causing many difficulties for joint efforts. Mr. Annan asked leaders to strengthen their commitment to promote the national strategy to protect women and girls from the risk of HIV / AIDS pandemic. Immediately after the opening session, Vietnamese delegates participated in round table discussions and expertise on HIV prevention and experience as well as long-term measures to deal with HIV / AIDS.
