The focus of the arms procurement program will be on naval, air and space technology. This modernization program has been announced by Prime Minister Vladimir Putin with a quarter of the procurement budget for the Pacific fleet.

Russia is considering buying about 20 warships, including attack submarines, rocket launchers, some destroyers and aircraft carriers. The Black Sea Fleet will also be modernized, with the construction of new Yasen and Borei class submarines, Bulava missile submarines, three Talwar class destroyers, and four Mistral attackers.

One of the reasons Russia gives up modernizing the Pacific fleet, analysts say, is because Moscow wants China to see its interests in strategic regions in Asia.

In addition to supporting the domestic defense industry, Russia's arms procurement program will include more foreign arms purchases. Last year Russia earned about $ 10 billion in arms sales, but according to Newsweek, Russia's defense industry is in an "aging " state.
