Russian Deputy Prime Minister Dmitry Rogozin said that people should put the future international space station on another planet, not on earth orbit as it is today.

RIA Novosti reported that Russia's deputy prime minister attended a conference on the future of space exploration on March 2. During the conference he talked about the possibility of placing a future space station on a planet.
