According to AFP, on July 23, for the second time in less than a week, workers at Japan's Fukushima nuclear power plant discovered steam inside a damaged reactor.

Tokyo Electric Power Company (TEPCO) said steam was detected at the fifth floor of the building that placed the No. 3 reactor at more than 9 am (GMT). The workers continue to pump cold water into the reactor and nuclear fuel tank.
According to TEPCO, monitoring of the device shows no significant changes, both in terms of the levels of hazardous substances that the reactor is damaged.
On July 18, experts discovered steam in the same area, but the phenomenon ended the next day. TEPCO is not sure about the cause of this phenomenon and is studying the possibility of rain accumulation.
According to the assessment, the access to the reactor is very dangerous and so far the workers still use the camera to monitor the situation. The reactor's roof was blown away after the hydrogen gas explosion in the earthquake-tsunami disaster in March 2011.
