Decision 102/2007 / QD-TTg stated that biosecurity management is an inseparable task in the process of modern biotechnology research and development. Biosecurity management contributes to the development of modern biotechnology, gains many new achievements, and must include control measures, strict management and prevention of potential risks. In the above process, the aim is to protect the safety of human health, habitat and biodiversity, to serve the goal of sustainable development of the country.

The objective of the project is to build, promulgate and perfect the system of legal documents, mechanisms and policies on biosafety management; to train enough professional and professional personnel to meet the requirements of biosafety management in ministries, branches, localities and establishments; Raising awareness of the community on biosafety for genetically modified organisms and products and goods derived from genetically modified organisms. In addition, it is necessary to build and strengthen the material and technical bases in the direction of advanced and modern, ensuring enough laboratories in three regions of the country.

In addition to capital from the state budget, it is necessary to encourage, attract and exploit other sources of investment capital through bilateral and multilateral cooperation programs and projects; actively mobilize additional capital from domestic and foreign enterprises, organizations and individuals for this work.
