Information satellite Trung Tinh-11 chose to apply the technical foundation of Dong Phuong Hong-04 satellite, which was researched and manufactured by the Aerospace Science and Technology Group of China Space Technology Research Institute.

The Central-11 satellite carries 45 satellite transceiver devices, primarily used to provide commercial information services for customers in the Asia-Pacific region.

The satellite is also the 14th commercial information satellite managed by the China Aerospace Engineering Science Group.
