The content of this plan focuses on nature conservation with active participation of the people, ensuring harmony between the development of natural resources and the needs of the people.

Vietnam is one of the countries with the highest biodiversity in the world. However, in the face of rapid economic growth, along with increasing urban population, especially in the five-year period from 2006 to 2010, leads to the process of losing natural land and resources. Natural resources are putting great pressure on the living environment.

According to the Ministry of Natural Resources and Environment, Vietnam has 700 endangered wildlife species, including about 300 globally threatened species, of which 49 are threatened. Intimidation is extremely dangerous. Aquatic resources in coastal provinces and cities are also declining.
