These children have been infected with HIV due to blood transfusions or by using sterile needles. There must be more than 10,000 cases in the southern provinces of Kazakhstan that have been exposed to the HIV virus between January and March 2006.

Health Minister - Erbolat Dosajew and the South African governor of Bolat Jilkischjew have been removed from office because of this extremely serious scandal.

The first victims were discovered in May 2006. An investigation required by the Office of the President showed a negligence and irresponsibility in the entire health system of South Kazakhstan state. It was also discovered that up to two-fifths of the country's blood donation centers did not strictly follow the regulations of the health sector.
