Khanh Son new landfill: High investment, very inadequate!

Investment capital of millions of USD but over 2 years of operation, the new landfill Khanh Son (Da Nang) has revealed many shortcomings.

Pollution from new landfill .

' Limited operational efficiency, some key issues in the design and construction process of works and many problems arising in actual use have not been properly concerned ' is the judgment of the inspection team. Environmental sanitation component of the Drainage - Sanitation Project is prioritized by Danang Infrastructure Project Management Board.

The inspection of this component (just finished in the past week) is within the framework of a comprehensive inspection under the direction of the Chairman of Da Nang City People's Committee for the whole project with a total investment of over USD 41 million. from the World Bank loan, to clarify the implications that public opinion has reflected in recent years.

Mr. Nguyen Dinh Anh, the leader of the inspection team, said that the sanitation component consists of 5 items: Khanh Son new landfill; garbage transfer station; public toilet; equipment for collecting and transporting garbage and strengthening institutions for Da Nang Urban Environment Company (the unit receiving and managing projects from 2007). Test results show that in most categories, there are inadequacies.

In the main category is the new Khanh Son landfill (with an area of over 48ha, total investment of over 2.8 million USD, located 8km from Da Nang city center), the inspection team discovered compared to the Vietnamese standards and There are many problems in actual use such as: lack of biogas collection system, lack of signboards at least 100m from the landfill fence, distance of residential areas and green tree belts are not guaranteed, no Car wash equipment, dikes between urban garbage compartments are too low to prevent rainwater from overflowing into operating garbage compartments.

It is noteworthy that although the hazardous waste bin has been invested and built, but it has not been used, causing waste; wastewater discharged through the station handles highly polluted landfill waste, especially pathogenic microorganisms, heavy metals and toxic chemicals. In addition, the receiving tank of sludge sludge and mud pump is not guaranteed; landfill operation manuals need to be reviewed, especially the issue of rain water drainage, landfill operation and hazardous waste disposal; The green belt of the landfill is mostly thin casuarina and acacia auriculiformis, showing the number of dead trees up to 30% .

Mr. Nguyen Dinh Anh added: ' Planning of landfill has not taken into account long-term stability and is capable of developing recycling and recycling models. The process of operating landfills is not reasonable, especially hazardous waste treatment, sludge sludge, waste water treatment and landfill disposal. There is no buffer zone that separates the landfill from the residential area, so it affects many people. The land cover does not often lead to bad odor pollution and the development of flies, insects, and mice causing epidemics. Do not monitor the quality of groundwater below the bottom of the landfill so it is not possible to assess the effectiveness of groundwater protection of landfill liners ! '

Arrive in alleys in residential areas

In the category of garbage transfer stations, the inspection team discovered 2 stations (Chi Lang and Dong Da market) with an unreasonable planning position because it is too close to residential areas. It is worth mentioning that since the beginning of construction, public opinion has repeatedly voiced about the irrationalities of these two stations, but the functional levels and branches of Da Nang have not considered. As a result, the inspection team noted: 'The smell from these two stations has greatly affected the surrounding people'. In addition, there are two stations (Bac My An and Tho Quang) that have not yet been put into operation because there are no roads for vehicles to enter the station yet!

According to Mr. Nguyen Dinh Anh, the number of 11 garbage transfer stations does not meet the demand of garbage collection in different urban areas in the city. In fact, the Urban Environment Company had to set up 60 new collection points (with the same function as the transfer station) and raise the number of actual transfer stations in the city to 71.

It is worth mentioning that some 'new transfer stations' are formed at the beginning of alleys or in vacant areas of Vung Thung residential area, An Don industrial zone, Bach Dang Dong street, Ngo Quyen road, Pham Van Dong street , Mai market, Ba Ky market . adversely affect the living environment of the people and lose the urban landscape.

In addition, the garbage compaction system at transfer stations is often broken, lacking a system to absorb and treat odors, thus affecting the surrounding people. The method of transporting garbage from garbage cans to pressed cars is carried out in the streets and does not ensure environmental hygiene, while causing loss of beauty and at the same time not exploiting the operation efficiency of the transfer stations .

With an investment of millions of dollars from foreign loans, the fact that the sanitation component of this project is in existence has many shortcomings, causing the loss of urban landscape and causing environmental pollution to continue to threaten. Threaten households living near Khanh Son landfill, garbage transfer stations . The question is: What are the specific agencies and individuals responsible for implementing this project, or Da Nang has to borrow more money from foreign countries to overcome those shortcomings?
