British economist Nicholas Stern has paid attention to the UN because of the statement: to avoid global warming each year it needs to spend 100 billion dollars. Instead of doing that .
Mr. Stern said that, instead of investing in 'environmental repair' , it should focus on a more basic solution, which is to simultaneously convert backward polluting technologies into clean industries.

To put pressure on this process, governments have to impose heavy taxes on industries that emit excessive greenhouse gases. At the same time for industries that plan to reduce waste, the State needs to compensate them for a portion of the expensive costs they have to invest in technology transformation. That way, according to Stern, stimulating a new technology revolution is entirely possible.
He said that now, more than ever, it is necessary to play the role and rigidity of the Government before private economies, to serve the interests of all humanity.Appropriate and oriented policies of the State force enterprises to find new technical solutions.
Stern said the final specific figures for the implementation of the basic transformation and retooling of manufacturing industries will be made by him in November.
