The documents that the Russian government announced to the press before the meeting showed that Moscow was determined to bring the space exploration program back to the heyday like the Soviet era.

Russian scientists say the moon contains a large amount of helium 3 gas - a helium isotope and capable of generating energy.

The Kremlin will take advantage of the celebration on April 12 to encourage the patriotism of the Russian people. Putin said Russia was a cosmic power. Russia currently makes up to 40% of ship launches and artificial satellites into space. But the Russian Prime Minister said the country could do more.

" I think we can increase the number of launches by 5% or even 10% in the future , " he said.
