However, managers and experts said that Vietnam is still weak in intellectual property trade. According to Dr. Le Thi Thu Ha, lecturer in the Faculty of Economics and International Business (Hanoi Foreign Trade University), data on Vietnam's patent applications for the period 2000-2011 increased steadily over the years. ten%. However, in fact, the number of applications submitted by Vietnamese people only accounts for about 6-8% and the number of patents decreased from 218 to 204.

"Normally for each country, GDP growth means spending on science is also more, the number of patents also increases, but in Vietnam it is not so," Dr. Ha said.

One of the reasons for this fact is that schools and research institutes are relying too much on state funding, have not mobilized other financial resources, especially of enterprises.

Mr. Nguyen Van Bay, director of the Center for Research and Training, Intellectual Property Department (Ministry of Science and Technology) said that Vietnamese universities only pay attention to training as main and research activities. science and technology transfer is still limited, because the school lacks works, scientific products have high applicability, intellectual property has not been managed and exploited reasonably.

"Teachers and scientists do not understand the value of intellectual property rights, do not have a specialized department to monitor, advise and guide the rights of researchers, many intellectual products not yet registered for exclusive protection or if registered, the management and commercial exploitation are also limited , " said Mr. Bay.

The root cause, according to Mr. Bay, is that the awareness of intellectual property at universities is not high, reflected in the modest number of patents registered and granted. In addition, weak intellectual property management is reflected in the fact that many inventions are created by the school, but the school does not register or manage but let individuals in the school register to establish rights. and automatic extraction.

"Although the Ministry of Education and Training has promulgated the Regulation on the management of intellectual property activities in higher education institutions, but so far this activity at the University level is still not worth it , " Mr. Seven said

According to Dr. Ha, Vietnam needs to build cooperative relationships between universities and enterprises to grasp practical needs and create conditions for the development of the science and technology market; establishing technology transfer office and intellectual property management department at schools; allocating reasonable benefits from the resources obtained from commercial exploitation of intellectual property.

At the Conference, the Japanese Patent Office, Institute for Promoting Japanese Patents shared with the Vietnamese side about experiences in management and commercialization of intellectual property in universities. According to representatives of Japan, the mission of the University is to train and research science, and the third task is to "contribute to the community", which is to bring the research results into practice.

To do that, Japan introduced many policies to promote cooperation between businesses and universities. Specifically, companies and schools will join the research project. The company will assign specific research projects to the school. The school will transfer the results of their research to the company or enter into a contract to transfer the use rights to the company. Besides, the University needs to establish businesses based on their research results.
