In March 2007, the National Office of Intellectual Property undertook the acceptance of software systems of the project "Application of Intellectual Property Information in Vietnam" (UTIPINFO) funded by the Government of Japan (through teams). One of the main objectives of the project is to improve the process of filing and processing intellectual property registration applications, as well as improve the ability to access and exploit intellectual property database records by applicants. use software. The time frame of the project lasts from 1-1-2005 to 31-3-2009.

From the above purpose, the IPFile system was developed. This is a software that supports the process of submitting and receiving intellectual property registration applications in an online electronic format. IPFile includes two E-filing software (electronic menu creation software) and E-Receiving (electronic application software).

E-Filing software developed by Tinhvan provides users (intellectual property consulting companies) a computer tool that makes creating, packaging and storing electronic applications convenient, efficient and security. E-Filing software supports the method of transferring electronic applications from the user's system to the National Office of Intellectual Property via online as well as using intermediaries such as CDs, memory cards or floppy disks.

Previously, the declaration and filing of intellectual property applications were done completely manually, from the filing of applications directly to the National Office of Intellectual Property to monitor whether the application was processed to any stage: The waiting, approval or submission period has been submitted to the National Office of Intellectual Property . In order to complete these stages, the applicant must wait a long time.

Instead of having to perform such complicated and time-consuming steps, the E-Filing software helps users shorten the creation and submission process: applicants can download software and upgrade versions. from the Intellectual Property Department's website and easy to install and use on their computer systems.

The software allows online application and determines which status is in the process. This form is based on the standard form of NOIP and uses XML formats, providing comprehensive lookup capabilities. E-Filing also helps to calculate fees and charges according to the parameters entered in the application; meet the requirements for common form data storage and compressed file format; allow modification of data entered into applications; Support language code TCVN-3 and UTF-8; Encrypt single-transcoded content according to code key allocated by the NOIP system .

In March 2007, the software was successfully tested and brought many benefits to users.

In parallel with the IPFile system, Tinh Van has also successfully implemented phase 2 of IPSea system - a system of searching information for internal examination within the Intellectual Property Department. As planned, the next phases of the IPSea and IPFile projects will continue to be implemented in 2007.
