However, it was not until the beginning of February 2007 that Mr. An went to register patent rights to the National Office of Intellectual Property (IP). He also sent a report to the Minister of Agriculture and Rural Development for his idea.

Although there were no responses at this point, the idea of ​​the dam that Mr. An gave the name 'smart' still caught the attention of some scientists. An expert at the Institute of Water Resources Research said that it is a science-based project.

The principle of operation of the smart dam he described is very simple : The iron barrels are placed parallel to the river and are stretched into the river with a height greater than the distance from the river bed to the water surface to raise about one meters or more.

These tanks were carried to the dam site and sunk and fixed to the river bed. The gap between the barrels is filled with sand bags. Sand is taken from the river bottom and pumped into these bags.

When unloading the dam, these bags are torn off for sand to flow into the riverbed. With the above soft dam system, the required water level can rise from 2-3 meters. At that time, basically, it is possible to solve the problem of irrigation water for the delta along the Red River in the dry season.

Mr. An said that he carefully calculated the bearing capacity of the spillway structure as well as the solutions to ensure irrigation. Another smart dam smashes normally in that it can be installed and removed easily, quickly and without obstructing the flow.

On the other hand, the materials for smart dams are easy to equip, thus significantly reducing installation costs. According to his estimate, installing this dam system for the whole Red River costs less than 150-160 billion VND. Currently, he still does not have enough funding and permission from the relevant branches to experiment.

The idea of ​​smart smashing to prevent the Red River to prevent Mr. An's drought was considered daring but not new by irrigation experts.

Mr. Tran Dinh Hoa - Head of the Department of Water Resources Development and Strategy Research under the Institute of Water Resources Research (KHTL) said:

'The construction of irrigation works on the Red River was studied by us many years ago. In fact, the barge dam model is one of the solutions we have to implement to keep and raise the water level of the Red River system to meet the demand of socio-economic development.

'According to An's description of the intelligent dam project in the Red River Delta, this idea is also based on the main principles of barge dams that we plan to deploy in the Red River Delta in the near future. next'.

Mr. Hoa also added that this project was applied in Bac Lieu province to prevent salinity from keeping sweet. Experimental places such as Phuoc Long, Thong Luu, Ninh Quoi and Quan Lo communes (Phung Hiep district) show its effects. The project was also newly granted a patent for patent by the NOIP on February 7, 2007.

Based on the study of specific characteristics of the Red River Delta, the Institute of Science and Technology offers a number of options, including a plan to use a dam to prevent the river from being removed and removable by a combined steel structure.

Experts at the Institute of Science and Technology think that the Institute's barge dam is also an intelligent smashing mobile dam of Mr. An. Smashing barges include the bottom box, pin pillars are empty buoy boxes. Between two pin pillars, there is a valve door to regulate the water. Pour water into the bottom and pin pin then sink, block the flow. Removing the water, the dam rebounds and can move to a new location according to production requirements.

There is an opinion that, while waiting for the NOIP to clarify whether Mr. An's idea coincides with the project of the Institute of Science and Technology, the most important thing is, it is necessary to put the project into trial soon when the Red River water for several years.
