For high-tech projects, it will be through a scientific council to determine if the technology is high.
However, it is a fact that if projects are not in "sensitive" areas , technology appraisal is not mandatory.
Therefore, there should be more detailed and complete regulations for investment projects to what extent, how much capital, what activities in the field . will have to appraise technology. If this regulation is more detailed, it will help the competent authority to issue the investment certificate with a better basis to block the technology flow which is pouring into Vietnam. Besides, it is also necessary to raise sanctions for acts of intentionally importing old technologies.
