Participating in garbage disposal, investors do not have to pay land rent

In principle, all domestic and foreign enterprises are allowed to participate if they meet the following conditions: For foreign investment projects, investors must prove that they have 20% available capital. with the total investment scale of the project.

For domestic investment projects, investors must prove that they already have 30% of their own capital compared to the total investment. The remaining capital must be guaranteed by the bank.

These investors must have waste treatment projects with a capacity of handling municipal waste greater than or equal to 500 tons / day or have projects to treat industrial waste with a capacity greater than or equal to 200 tons / day. If these conditions are met, investors can submit investment registration documents to the Department of Natural Resources and Environment.

Based on these records, the Department of Natural Resources and Environment will work together with the inter-branch Working Group (including the Department of Planning and Investment, Finance, Science and Technology, Justice and Industry) to review and select select investors towards the first priority for investors with advanced processing technology.

In particular, investors have a plan to build a complex, a solid waste treatment complex to collect gas for electricity generation, recycling, and leachate treatment will be the most priority. The technological steps selected in turn are the technology of producing micro-organic fertilizer in closed containers, collecting electricity generation fees; burning garbage combined with electricity generation; CH4 gas production combined with electricity generation; production of micro-organic fertilizer and construction materials; building hygienic burial sites.

In addition to technology priorities, if investors have low waste treatment prices and recycle many high-value, environmentally friendly products, it is also acceptable to quality control agencies. ' add points '.

- Too many requests ., is it difficult for the Department to choose investors, especially when the city is still in waste rather than material?

- At present, there are many domestic and foreign investors expressing their intention to invest in waste treatment in Ho Chi Minh City with various technologies such as burning, burying, producing micro-organic fertilizer and generating gas . Some of these investors' projects are being considered by us such as the project of producing micro-organic fertilizer, plastic recycling capacity of 1,000 tons / day of Tam Sinh Nghia Company, micro-organic fertilizer production project. born with a capacity of 500 tons / day of Waste to Energy (Singapore), a project to burn garbage into electricity with a capacity of 2,000 tons / day by Keppel Segher Company (Belgium) .

Meanwhile, the city's waste volume is only about 5,500 tons / day. Therefore, in order for the project to be selected fairly, highly feasible and bring economic efficiency to the city, we have introduced many selection criteria.

- Participate in investment in solid waste treatment for the city, do investors get any incentives?

- The city will allocate land that has compensated, cleared for investors and receive this land, investors do not have to pay land rent. The city will also build infrastructure including roads, electricity and communications to the project area; responsible for transporting garbage to the garbage disposal site and if the investor processes garbage into electricity, the city will buy it for about 4 cents (USD) / kW.

Deploying the clean development mechanism (CDM): investors must ensure 100% capital for the project

- Kyoto Protocol to implement the UN Convention on Climate Change has agreed to reduce the concentration of global climate change gases. The Protocol also allows developed countries to achieve their emission reductions by establishing greenhouse gas mitigation projects in developing countries. On this basis, there are many companies from developed countries such as Japan, the Netherlands, and South Korea . putting the issue of emission reduction in two landfills: Dong Thanh and Phuoc Hiep 1 of the city. How did the Department of Natural Resources and Environment develop criteria to call for investment in this area?

- To participate in CDM projects, investors must ensure 100% capital for all activities related to the project; Priority is given to investors with equipment designed and manufactured in G8 countries (this is to minimize the risk of inefficient operation of the device) and the highest gas recovery level. The city encourages experienced units to implement CDM projects in developing countries in Asia.

- Where can investors apply and how long will they have to wait to receive official comments from their departments about their investment in CDM projects and waste treatment?

- The investor submits the project file at the Department of Natural Resources and Environment. Department and interdisciplinary Working Group will review the application file and respond to investors within 10-15 days after receiving the dossier.
