The Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT) said that MLIT will set up a working group to discuss this issue in the autumn of this year.

The working group will consider moving part of Tokyo's functions to another area so that the disaster cannot simultaneously destroy the capital and the area.
