In January 2012, Japan's Ministry of Environment officials said the decontamination work would be completed before March 2014, except for areas with very high levels of radiation. However, the cleanup was delayed compared to expected in areas where penetration was restricted in six of the 11 administrative areas.
Japanese officials have difficulty persuading people to allow temporary zones to contain contaminated soil. They said they would prioritize work in residential areas, so that people could soon return home.
