This is called the "sun halo" - a natural but rare optical phenomenon that occurs when light is refracted multiple times at a 22-degree angle.

According to the University of Illinois at Urbana-Champaign, hexagonal ice crystals with random directions with a diameter of less than 20.5 micrometers are responsible for producing the halo that can be observed in the sky. Geometric dimensions and shapes allow light to undergo double refraction or bending when projecting through ice crystals. As soon as the second refraction is completed, light appears in the form of aura in the sky.
