In particular, the process of urbanization in some towns and townships has leveled the area near the river and estuary; In addition, watershed forests and protection forests are narrowed, the construction of transport infrastructure, especially the national highways 1A, Ho Chi Minh road, North-South railway is built with higher elevation than before forming a flood prevention route.

Mr. Tran Quang Hoai, Director of the Department of Dyke Prevention and Flood Control, Chief of the Central Steering Committee for Flood and Storm Prevention and Control said that besides objective reasons, there are human causes causing floods. prolonged, such as no specific planning of transport systems, appropriate welfare works, especially the construction of irrigation systems, hydropower also alters natural conditions.

At the workshop, many delegates made solutions to overcome the consequences of floods such as promoting the watershed protection, clearing and dredging sedimentation for rivers. Besides, it is necessary to have sustainable planning and integrate the construction of infrastructure with the prevention of storms and floods. Irrigation and hydropower reservoirs must ensure flood reduction for downstream areas.

The report at the workshop said that every year, the central provinces of Vietnam are affected by natural disasters and floods that suffer heavy losses in people and property of the State and people.

In particular, the double flood occurred in October 2010, causing heavy damage to Quang Tri, Quang Binh, Ha Tinh, Nghe An and Thanh Hoa provinces.
