NETC is built on an area of nearly 7,000m2 with a total investment of more than 10 million euros, using ODA loans of the Austrian Government and reciprocal capital of Vietnam Register.

NETC consists of 3 systems for testing emissions of motorcycles, motorcycles, light cars, heavy engines and petrol evaporation chambers of newly-built vehicles; industrial air conditioning system and warning of toxic gas; fire alarm system, fire extinguisher and automatic fuel supply .

With advanced equipment and technology originating in Europe provided by AVL (Austria) Company, NETC is capable of testing emissions of motor vehicles manufactured, assembled and imported to new Euro 4 standards. With a test capacity of 300 motorbikes and motorcycles per year, cars are 200 samples per year.

Speaking at the ceremony, Mr. Trinh Ngoc Giao - Director of Vietnam Register Department, said that when NETC center came into operation, Vietnam could fully control the standard vehicle emissions from the Euro. 2 to Euro 4 instead of having to get emission certificates from other countries today.

The center will also help improve the management and assessment of motor vehicle quality of Vietnam's registry and environmental protection, and at the same time create conditions for enterprises to manufacture, assemble and import motor vehicles. Gender can be tested in the country at a reasonable fee, reducing testing time compared to testing abroad.
