The Congress was honored to read the letter of President Ho Chi Minh to the Congress. The Congress elected President Ho Chi Minh to be the Honorary President and honored him as the First Peaceful Soldier of Vietnam.

Before the international conference of solidarity with the Vietnamese people, President Ho Chi Minh solemnly declared his will to strengthen the victory for peace:

The warlike American aggression and aggression are our enemies, who are also We hope that the progressive American people will insist on fighting further and demand that the US Government properly enforce the Geneva Agreement in 1954 to end the war. war of aggression in South Vietnam and every act of provocation and war on the Democratic Republic of Vietnam . ".

The declaration of peace toward the American people, but very tough with the American empire above, once again seized the peace movement around the world, especially in the United States.
