Mr. Hai said, Super Typhoon Mangkhut is at the strongest time, wind power is up to level 16-17. Most likely, when entering the South China Sea, the storm will reduce two levels and decrease further when sweeping through Hainan Island (China). At that time, the storm remained at level 11-12.

"Although the typhoon can be reduced, the scope of the impact is very wide. If the storm enters the northern part of the Gulf of Tonkin, the strong winds of level 10 will cover the whole bay," Hai said.

Meteorological agency forecasts strong winds and big waves in the Gulf of Tonkin will start from early morning on September 16 (Sunday). Noon or Monday afternoon (September 17), the storm will directly affect Bac Bo and Thanh Hoa and Nghe An. The southern edge of the storm may affect both Ha Tinh, Quang Binh and Quang Tri.

Authorities said that Mangkhut storms landed at the right time at the peak of the tide so storm surge could be 4-6 m, it is necessary to pay attention to safety of sea dykes from Mong Cai to Nghe An. In addition, islands, especially in the Northeastern Quang Ninh and Hai Phong areas should be warned early to have prevention and relocation plans.

Deputy General Director Le Thanh Hai shared that the forecast of the storm's path was relatively accurate, but predicted the intensity of the storm still has certain limitations. Currently the assessment center has two possibilities: storms go north of the Gulf of Tonkin or go into the middle of the Gulf of Tonkin.

Proposing Hanoi to prohibit Nhat Tan and Vinh Tuy bridges when storms land

Mr. Nguyen Van Huong (Head of Climate Forecast Department, National Center for Hydro-Meteorological Forecasting) said that, due to the impact of Mangkhut, the rain will be intense in two days from 17-18 / 9 with a total of 400 mm.

Hanoi is projected to be in the area of the average 8-degree storm with average wind, however, it should be noted that wind gusts."With long bridges like Vinh Tuy, Nhat Tan may consider banning bridges to ensure safety," Huong said.

According to Mr. Huong, the prohibition of vehicles traveling on national highways or bridges has been done by some localities before. For example, in Quang Ninh when storms hit directly, authorities will ban people and vehicles across Bai Chay Bridge. In 2017, Ha Tinh also prohibits the circulation of the National Highway 1 section through the province when it storms.

When there is a strong storm, the Southwest wind is also very strong so in addition to causing heavy rain in the North and Central parts, the storm also causes rain in the Central Highlands and the South. Trinh Thu Phuong (Head of Northern Hydrological Forecasting Department) said that in the worst scenario of Mangkhut, heavy rain will cause floods in the North, the Buoi and Bui rivers can rise. The provinces of Son La, Hoa Binh and Lao Cai have just happened to have a dam with waste, there is a risk of landslides and flash floods.

According to Vietnam , winds from level 8, 9 are called storms; levels 10 and 11 are strong storms; from level 12 to 15 is very strong; From 16 or more, it is called super typhoon.

The concept of super typhoon began to be mentioned in November 2013, when Typhoon Haiyan was projected to land in Vietnam after causing a disaster with over 7,000 deaths in the Philippines.

One year later (July 2014) level 13 Rammasun storm directly affects Mong Cai (Quang Ninh province). When landing in Mong Cai City, the storm decreased to level 10, causing a power outage in the whole of Quang Ninh province.
