In this group model, the Government also allowed some non-business units but independent accounting under the management mechanism of Decree 10 to be non-productive units with revenues. The parent company is formed from the network management and business sections, having the function of investment and capital trading.

Regarding telecommunications, now, due to the strong development of telecommunications and the network is not dependent on administrative boundaries, the Prime Minister has allowed the establishment of three telecommunications corporations in three regions across the country. , including Telecommunications Corporation I, II, and III.
