Basically agreed with the Report of the Ministry of Post and Telematics (MPT) on the implementation of tasks in the 2001-2006 period of the Posts and Telecommunications and Information Technology (IT) sectors. In the past 5 years, due to determining the right position and important role of the Posts and Telecommunications industry and IT, mechanisms and policies are appropriate to mobilize resources and create a healthy competitive environment to promote development. and due to the interest in training human resources, the Posts and Telecommunications and IT sectors have developed quite relatively and comprehensively, contributing significantly to promoting the socio-economic development of the country. However, the above results are still not commensurate with the potentials and strengths of the industry and the industrialization and modernization of the country.

The leadership of the Ministry of Post and Telematics needs to analyze clearly the causes of the aspects to promote and the areas that have not been overcome so that the Posts and Telecommunications industry and IT can develop more strongly and sustainably in the next period.

The Prime Minister basically agreed with the objectives, tasks and solutions implemented in the period 2007-2010 stated in the Report of the Ministry of Post and Telematics, emphasizing a number of issues:

Regarding the objectives and tasks : It is necessary to be aware that this is an important infrastructure sector that needs to be prioritized to promote economic growth, contributing to practical implementation of the country's industrialization and modernization; On that basis, set out specific objectives and programs to direct the implementation. The overall goal of the industry is that by 2010, the average level of developed countries will be reached. However, on the basis of carefully evaluating our potentials and advantages and taking advantage of new opportunities and opportunities, there must be a higher goal in the field.

Regarding implementation solutions : Actively and urgently review and improve mechanisms and policies, create a clear legal framework, in accordance with Vietnamese law and international commitments, to promote all resources for the industry to develop stronger and more firmly; Paying attention to the training of human resources to serve the immediate and long-term needs of the industry; Expeditiously implement BC and VT separation policy and take measures to promote stable development of the BC branch; There are mechanisms and policies for IT to develop quickly, with breakthroughs, especially software technology; Focusing on effectively directing the application of IT in production and life in order to improve the efficiency and competitiveness of the economy; promote the application of IT in state management activities.

Regarding the change of the name of the Ministry of Post and Telematics into the Ministry of Information and Communications, assign the Ministry of Home Affairs to submit to the Government.

Assign the Ministry of Post and Telematics to assume the prime responsibility and coordinate with the concerned agencies in studying and proposing: The special investment mechanism to support telecommunications enterprises in building and expanding telecommunication networks and connection services; Mechanism to promote the development of domestic information technology industry in conformity with international practices.

Funds for online radio and television broadcasting activities on the Internet are covered by enterprises themselves.

The Prime Minister also assigned the Ministry of Post and Telematics to assume the prime responsibility and coordinate with the concerned agencies: To re-balance the prices of local fixed and post-fixed VT service charges on the basis of cost prices, taking into account the interests of the objects social policy; Consider a reasonable reduction in the rates for leasing VT channels of infrastructure providers, in order to facilitate the development of other industries.
