Turn wind into electricity?
Many countries are expected to "process" wind power by 2010 to ensure the supply of 10-20% of the country's electricity demand. Vietnam is located close to the sea with rich terrain enjoying many wind sources, can it build "wind power" factories to create cheap and non-polluting energy sources?
Since 1998, Clean Energy Joint Stock Company (CEJSC), headquartered in Hanoi, has set up a first and complete wind survey station at Phuong Mai peninsula (Binh Dinh). In August 2000, CEJSC completed the project of establishing the first wind power plant named Phuong Mai, located in the north of the peninsula, adjacent to Thi Nai lagoon and the East Sea and a mountain with a peak of 609 m in 2 communes of Cat Hung and Cat Tien district of Phu Cat.
The plant has an initial capacity of 15,000 kW, choosing the option of using 20 Jacobs 48/750 kW units manufactured by Germany to produce 49 million kWh / year. The total investment capital for the plant is estimated at US $ 13,755,000, with a lifespan of 20 years, which will result in a net profit of US $ 18,691,000. The project management board said that the project is very feasible in all aspects of economy, technique, environment, tourism landscape and the future can develop the plant with higher capacity.
From the research results of CEJSC, in 2002 some scientists and enterprises in Binh Dinh inherited the project, forming Phuong Mai Wind Power Joint Stock Company with the wish to build a wind power plant. first with an industrial scale, joining the national grid, opening the way to exploit the abundant wind energy resources of Binh Dinh as well as the country.
Binh Dinh Provincial People's Committee has supported and directed the departments to help the Company promote the implementation of a completely new project. Mr. Nguyen Huu Phung, General Director of Phuong Mai Wind Power Joint Stock Company, said that this factory has very little and compact equipment, the investment in infrastructure is not large compared to thermal power plants and hydropower plants, construction time erected at the short scene (about 1 year).
On October 14, 2002, the Company started to sign a contract with the Provincial Land Administration Technical Center, and then completed the acceptance of measuring the current situation of the site. Then the unit in turn completed the contract work of detecting, handling bombs, designing technical items for the road to the factory and selecting construction units. In April 2005, the unit transferred money to release compensation for the first phase, preparing to transfer the second phase and land use fee.
Then Phuong Mai peninsula became a part of Nhon Hoi Economic Zone (EZ) project. July 17, 2005 Binh Dinh Province People's Committee celebrated the announcement of the Prime Minister's Decision on the establishment of Nhon Hoi EZ and held an investment conference here. At the conference, Phuong Mai Wind Power Joint Stock Company officially registered to continue to strongly invest in building Phuong Mai I wind power plant with a capacity of 15 MW.
But on July 19 (after the 2-day conference), the Company received the Decision No. 1829 / QD-CTUBND signed on July 8, 2005 on the recovery of allocated land to build Phuong Mai wind power plant. due to the time of land allocation but not invested in construction.
Phuong Mai company then had a written explanation of the shortcomings in the implementation of the project too slowly and asked for permission to continue the project. On August 11, 2005, at the meeting with the Provincial People's Committee, the Board of Directors stated that the member units committed to contribute 30% of counterpart funds to sign equipment purchase contracts. The foreign guarantee provider and bank have issued a written commitment on deferred payment for equipment purchase with an interest rate of 3.5% / year and a 10-year payment term starting from the fourth year. The company has also signed a contract to buy and sell CO2 emissions with the emissions trading organization Asia Carbon International BV If the Provincial People's Committee continues the project, the company will start construction in the fourth quarter of 2005 to bring the factory. commissioned in the first quarter of 2007.
On September 10, 2005 Thang Long Branch of Investment and Development Bank issued a document to agree to finance investment for wind power project if Phuong Mai Company met the bank's conditions. . Accordingly, investment projects in the form of construction-operation-business (BOO) must have a reciprocal capital of 30%, definitely repay from the electricity trading business for a period of not more than 10 years and be granted approval authority in accordance with regulations.
It is known that Phuong Mai peninsula area of Nhon Hoi EZ has recently had 3 more businesses, namely Vietnam Industrial Construction Corporation, Central Wind Power Joint Stock Company and Business Infrastructure Investment Company. Urban (Cienco 8) registered to invest in building 3 more wind power plants, each project needs an area of 100-200 ha, capacity of about 50MW, investment capital of 700-800 billion. The race to invest in the favorable land area for Phuong Mai wind power will contribute to increasing the efficiency for Nhon Hoi EZ and the Central key economic region. Hopefully Phuong Mai's project will soon be approved by competent authorities!
