Vietnam participates in reducing REDD + greenhouse gas emissions

Initiative to reduce greenhouse gas emissions from forest loss and degradation; sustainable forest resource management; Conservation and enhancement of forest carbon stocks in developing countries (REDD + initiative) open new directions in responding to climate change.

REDD + is one of the important negotiating contents within the framework of the United Nations Framework Convention on Climate Change (UNFCCC). It creates new financial resources for forest protection and development, reducing greenhouse gas emissions. At the same time, this initiative also contributes to improving the livelihoods of local people and ethnic minorities directly involved in forest protection and development . In the world, a number of bilateral and multi-program programs methods have been set up to provide technical and financial support to prepare REDD + implementation, such as the United Nations REDD + cooperation program (referred to as UN-REDD program), Partnership Fund -bon in forestry (FCPF) under the management of the World Bank .

Vietnam is one of the countries strongly affected by climate change. REDD + is one of the important solutions to address this situation. The National Action Program on REDD + was approved in June 2012. The Ministry of Agriculture and Rural Development is assigned to be the focal agency to implement the project. The Vietnam REDD + Office has also been established to support the guidance, management and coordination of national activities.

In addition, Vietnam was selected as a pilot country to participate in the United Nations UN-REDD Program and the Forest Carbon Partnership Fund (FCPF) managed by the World Bank. In December 2012, Norway funded 180 million Cuaron (equivalent to over 30 million USD) to implement UN-REDD Vietnam Phase II. Norway will consider continuing to support Vietnam to pay for greenhouse gas emission reduction results for the period after 2015. Currently, the Ministry of Agriculture and Rural Development is directing the General Department of Forestry and related units to complete the institutional and technical requirements for REDD + implementation as defined in the Cancun agreement. In addition, the State also developed new project proposals to join the Carbon Fund and Bio-Carbon Fund to continue to promote the project implementation and to have funding for reducing greenhouse gas emissions.

However, Vietnam needs to prepare the necessary and sufficient conditions together with efforts from all parties to implement effective and successful initiatives. REDD + is a new and complex issue and is still in the negotiation process, many concepts and methods are not yet consistent. Besides, when implementing REDD + activities, it is also difficult to ensure the direct and indirect negative impacts of the project on the community and the ecosystem.
