This international initiative was launched by President G. Bush in June at the G-8 Summit and was then adopted by 21 APEC members in Sydney, Australia in early September. UNFCCC Secretary Yvo De Boer applauded the United States, the world's largest economy and also the world's most polluting country, becoming increasingly connected with the world in finding solutions to environmental problems.

Mr. De Boer does not think that President Bush's initiative will create an agreement against the Kyoto Protocol, although Europe is concerned that the US will take advantage of this initiative to impose an agenda calling for measures. voluntary and technical, and thus will break the ongoing global process under the UNFCCC framework.
