Find solutions to the operation of the Ministry / industry Informatics Center

Each ministry and branch has a computer center, however, in recent years, the activities of these centers face difficulties from the operation model, functions and tasks to investment and human resources . Even , a representative of such a computer center had to use the word 'floating status' when talking about IT center operations.

With the common goal of promoting IT applications in ministries, branches and IT experts of more than 20 ministries and branches, they have sat together to exchange experience of IT application, organizational model, and difficulties. towels in IT activities of their ministries and branches.

Experts' opinions show that IT centers in many ministries are facing many obstacles that need to be removed to develop. Mr. Trinh Duc Huy, Acting Director of the Center for Informatics and Statistics of the Ministry of Agriculture and Rural Development urged: ' In the past, the computer application was limited to the technical scope that the technical experts were passionate about. calculation and calculation technology. When the application of IT develops at a high level, the model of IT centers, IT centers or information centers does not implement the management of IT application development in each ministry / branch by the nature of centers. These are service units. MARD as well as other ministries / agencies often assign functions to manage the IT development in their ministries / branches to a consulting agency such as the Department of Science and Technology, Planning Department, etc. However, in these units usually there are no IT-savvy experts, which has caused delays in pushing IT applications. In the process of implementing programs and projects, we face many difficulties due to the lack of detailed policies and legal documents, such as technical standards, uniform coding, norms. , . '.

According to Mr. Huy, in the coming years, the development of IT applications in the Ministry focuses on implementing e-Government in the industry, building a two-way information system between state agencies and enterprises, farmers to capture the information needs and provide them with the information and knowledge needed to help them learn to develop production, consume products, improve living standards and quality of life.

Representatives from the Ministry of Fisheries Computer Center are equally annoyed when it comes to the current operating model of this center. According to this representative, in the past years, the application and development of IT in the Ministry has contributed to speeding up the process of administrative reform and improving the effectiveness of management, administration and scientific research in the field. fisheries. However, IT activities in the Ministry still have 'problems'. The functions and tasks of the Computer Center and Informatics Division under the Ministry Office are overlapping, the roles of these two units are not clearly defined and inconsistent. Therefore, IT centers have difficulties in pushing IT application network. Besides, IT human resources are limited, scattered in many places, lack of coordination ability. Funding for investment in IT application is still low compared to the requirement.

Also according to this representative, the National Steering Committee on IT needs to have positive guidance and support for the Ministry of Fisheries to clearly define the organization and IT activities for the development process of the industry. The Government soon promulgated IT norms systems to unify in deploying, developing IT development projects and programs.

As a unit that has contributed a lot to the process of promoting IT applications in the Ministry of Education and Training (MOET), Director of the Informatics Center of the Ministry of Education and Training Quach Tuan Ngoc also gives many sympathetic opinions to the colleague. In the Ministry where he works, there is also cross-resistance as in the Ministry of Fisheries, many IT projects have foreign investment, after the implementation is completed, the experts withdraw, then the project is also 'no one'. management. A Vietnamese IT specialist at the Ministry can work with 3 foreign experts, hiring up to $ 15,000 / month.

Also according to Mr. Ngoc, in the Ministry of Education and Training since December 1, 2006, the Minister will be the Head of IT Steering Committee. The project to establish the Informatics Department has also begun. We make the field of statistics with computing the most reasonable (Department of Information and Statistics). You can even include here information about science and technology, so focus on clues, more compact.

In order to strengthen the linkage between the Ministry / sector IT centers, Mr. Ngoc suggested that units need to exchange experience and technology transfer to develop together. The Ministry of Education and Training is willing to share the experiences and technology that has been applied. We have to introduce some software education, which cannot be exclusive.

According to Mr. Dang Kim Giao, Director of the Informatics Center, Ministry of Construction, in the Ministry of Construction, the investment in IT is not synchronized. The investment rate for hardware and software is not reasonable. Funding for Project 112 mainly focuses on building informatics technical infrastructure without funding for deploying other informatics applications. There are no regulations on capacity of IT consulting and consulting agencies. There are no unified points of state management on IT at ministries / sectors, .
