At 04:00 on December 28 , the location of the storm center is about 13.7 degrees Vi Bac; 114.6 degrees Kinh Dong, about 260km from Song Tu Tay Island (belonging to the Spratly Islands) to the north. The strongest wind is in the area near the center of the typhoon with the intensity of 8-9 (60-90km / hour), level 10-11.
