ICT application in An Giang: Current situation and solutions

The above survey activities are in the framework of implementing the Project " Supporting enterprises to apply information technology to serve the integration and development in the period 2005 - 2010 " (Da 191) by An Giang province and the Chamber of Commerce. and Vietnam Industry (VCCI) coordinated to implement. An Giang Department of Post and Telematics conducted a direct interview with representatives of 483 enterprises in the area of ​​11 districts, towns and cities of the province, of which 25% of enterprises had capital under 1 billion and 75% over 1 billion VND. Among the interviewed enterprises, limited liability companies and private enterprises accounted for the majority: 87.37%. If divided by business, the number of construction and transport enterprises was surveyed the most, 22.77%; trade 20.08%; production and processing of agricultural products 15.94%. The remaining are sectors: petroleum trading 9.52%; hotel tourism 7.87%; seafood processing and production 2.69% .

Small-scale enterprises, lack of IT human resources

The survey shows that the size of enterprises in An Giang is mostly small. The average number of employees per enterprise is 53 people. Enterprises under 50 employees account for nearly 79%.

Only 15% of surveyed enterprises have not equipped computers. However, the number of computers in the enterprise is still low. Average of 7.8 units / enterprise. Up to 78% of businesses have computers under 10.

Most businesses have computers, but the rate of specialized software applications (PM) is still low, only about 25%. The main reasons given by enterprises are:

- PM does not match the process: 48.24%.

- Insufficient staff qualifications: 46.17%.

- Difficulties due to high costs: 28.57%.

- Difficulties due to unpublished PM: 12.22%

- PM many errors, unstable: 11.59%.

- Unfriendly PM interface: 8.28%

Enterprises still appreciate the effectiveness of PM application: 45% rated it highly, 39% rated it average, only 14% rated it low. This shows that, although PM programs still have disadvantages that need to be overcome, businesses are aware of the effectiveness.

Only 7% of surveyed enterprises have built websites; The remaining 93% have no website. Among businesses that do not have a website, more than half (55%) still believe that there is no need for a website in the future.

It is worth mentioning that 53.2% of businesses are not connected to the Internet; 27.1% dial up connection; 23% connect to ADSL, the remaining 4.8% hire leased lines or other connections. The rate of Internet connection is 46.79%, which is considered average, showing that enterprises have initially realized the necessity of e-commerce. However, in terms of the level of e-commerce application, it is still very low: 96.1% has not applied financial services, banking online. Only 27% of enterprises highly appreciated the effectiveness of e-commerce application, while 68% said that e-commerce only brought average or low efficiency.

The survey results of IT application skills show that IT human resources in enterprises in An Giang are very lacking. Up to 81.6% of enterprises lack of employees with professional certificates in IT. The number of employees lacking basic computer skills in enterprises is also high, up to 66% of enterprises with less than 40% of employees know basic computer skills.

Which direction for DA 191?

Through the survey, it can be seen that in order to effectively implement MDR 191 in An Giang, VCCI and DOIT, it should be noted:

- Small scale characteristics of enterprises. Do not impose models of large enterprises for small businesses.

- Training human resources for businesses is a very necessary requirement, for both business leaders and employees.

- Enterprises need the advice and support of IT services (up to 65% of enterprises have requirements), especially for basic equipment, LAN and WAN systems; basic applications PM in the office, management PMs such as accounting, personnel management of wages; consulting on hardware procurement, equipment repair, storage solutions, website upgrades, etc.

- Need a program to support and create conditions for businesses to know and understand better to participate in e-commerce deeper and broader.
