This decision came into being shortly after the Politburo issued Resolution 46 / NQ-TW on the protection, care and improvement of people's health in the new situation (February 23, 2005). The Prime Minister issued Decision 243 / QD-TTg on the Program of action to implement Resolution 46 / NQ-TW (October 5, 2005).

2. Increase allowances for medical staff
