At 19:00 on December 10, Minister of Agriculture and Rural Development, Head of the Central Steering Committee for Flood and Storm Control Cao Duc Phat chaired an emergency meeting with the provinces of Khanh Hoa, Binh Thuan, Ninh Thuan and Ba Ria - Vung Tau to implement preventive solutions.

At the meeting, Mr. Hoang Duc Cuong - Director of the Central Hydrometeorological Center said that at 11:00 am, Typhoon Hagupit went into the East Sea, becoming the No. 5 storm on the East Sea in 2014 with late wind level 8.

Along with moving faster (15-20km / hr) is mainly in the West, the number 5 storm has increased after a period of traveling.

By 19:00 pm on December 10, the location of the center of the storm at 13.6 degrees north latitude - 115.3 degrees east longitude with level 9 wind, shocking level 11/12. Strong wind radius from level 6 extends about 200km, wider than previously expected.

The international meteorological centers said that the storm continued to move in the direction of the West-South-West towards the coastal provinces from Khanh Hoa to Ba Ria-Vung Tau.

Mr. Cuong said that the assessment of the Central Center for Hydrometeorological Forecasting is that the storm No. 5 will be the strongest on the morning of December 11 with the final wind level of 10, shocking level 11/12 and moving in the West-Southwest direction. weaken.

The reason for storm surge is because the cold air has not impacted on this area, so the temperature of the sea water is still warm, energizing the storm.

When the storm reaches about 100 - 50km from Khanh Hoa coast - Binh Thuan will weaken into a tropical depression (ATN) with wind speed of level 6 and 7 and then land in the evening of 11/12 with the focus on Binh Thuan.

With this option, from the evening and night 11/12 of Khanh Hoa waters to Binh Thuan, there are 6-7 winds, level 8-9. In the northern part of the storm center (in Binh Dinh - Khanh Hoa area), due to the combination of cold air with strong intensity, there is a wind of 7-8 level 9-10.

According to Mr. Cuong, the less likely option is that the storm approaching the coast will weaken into a low pressure area along the coast from Ba Ria - Vung Tau to Ben Tre.

In this case, the Southern region will have many places where thunderstorms, tornadoes, areas near the low pressure area with wind gusts of level 5.

Due to the combination of strong cold air overflowing from 11 to 13/12, there will be a large-scale rain from Thua Thien Hue to Ninh Thuan with a total rainfall of about 100-200mm.

The focus area is Quang Ngai to Khanh Hoa with rainfall over 200mm. The area of ​​South Dak Lak, Dak Nong, Lam Dong has a rainfall of 50-70mm. The South has 30-60mm rain.

This rain will cause floods from 1-2 alarms, there are 2-3 alarm places on the rivers in the Central region. Many places prevent flash floods and landslides.

At the meeting, representatives of the provinces said that on December 10, there was a sea ban, understanding the number of boats anchoring, operating in coastal and sheltering areas in the Spratly Islands.

The provinces also plan to readily evacuate people according to the evolution of storms. Particularly, Khanh Hoa has a plan to evacuate 73,261 people on the spot and relocate more than 8,300 people when there are orders.

Minister Cao Duc Phat asked to continue to inform people on the sea, on the shore and tourists in the localities that are likely to affect storms to actively prevent.

Before his eyes, Mr. Phat requested to continue to inform boats to escape to dangerous areas (from latitude 9 to 16 and west of meridian 115), sheltering storms in a safe place.

Particularly, a ship of Binh Dinh is in the area between the East Sea and the ship owner must ask the ship to return to Song Tu Tay Island to avoid the storm.

Mr. Phat requested that by 11 December noon, the localities in the storm area would have to evacuate people living on cages for aquaculture. At the same time evacuate elderly people, women and children in households with weak houses, near the sea before storms because 5m high waves can damage coastal houses. The remaining households in the primary sector are ready to evacuate.

For provinces from Quang Ngai to Khanh Hoa, measures must be taken to deal with heavy rain. The reservoirs that have been filled with 80% of the capacity must closely monitor, arrange the duty forces in critical places to rescue when necessary.

By 20:00 on December 10, Mr. Hoang Duc Cuong said, the storm No. 5 was strong to level 10 and maintained this level of wind within the next 12 hours before weakening.
