'Protection of inventions must be strengthened'

Deputy Minister of Science and Technology Tran Quoc Thang said that, besides building geographical indications or protecting industrial property, it is necessary to strengthen protection of intellectual property such as invention and invention .

- The Ministry of Science and Technology has just organized a preliminary meeting of 3 years of implementing the program of supporting and developing intellectual property of enterprises. As the leader of the steering committee, how do you assess the effectiveness of the program?

- It can be seen that social awareness is greatly enhanced. Localities and businesses also have good awareness of intellectual property and intellectual property development, and register for protection of geographical indications, trademarks and industrial property to develop product value. .

As for State management, we also gradually improve the legal basis, sanctions and support mechanisms. I see this is the success of the program.

- What are the difficulties in implementing this program?

- Difficulties can be seen clearly. That is, although awareness is enhanced, but not everyone is aware of this, from people, businesses to management agencies.

Regarding the mechanism of quality control of goods in general and in the field of controlling and monitoring the quality of goods, products still have problems after being protected by geographical indications as well as industrial property. In addition, sanctions for the infringement of intellectual property rights are still not strict and not enough to deter.

These are issues in the future we will try to improve gradually.

- In 3 years, there were 34 local brands and specialties protected and instructed, and more than 70 more brands will be protected and instructed soon. So, what will the Ministry of Science and Technology do to continue to promote intellectual property development?

- The following year will end the 2005-2010 period approved by the Government. Starting from now, we will build the content of the next program to submit to the Government.

This is also one of the contents assigned by the Government to the Ministry of Science and Technology in Resolution 22 of May 28, 2009 to implement the Resolution of the Central Conference.

- To further strengthen the intellectual property development of enterprises to improve competitiveness at home and abroad, the Program Steering Committee as well as the Ministry of Science and Technology have proposed what policies and implementation mechanisms?

- The next stage we have some new suggestions. For example, expanding the program content in the direction of not only building geographical indications or protecting industrial property, but also strengthening intellectual property protection such as inventions, inventions, and organic solutions. useful.

Second, promote existing intellectual property. For example, patents that have expired protection will seek to decode or purchase patents abroad to develop our products. It is one of the contents that will expand in the future.

In addition, the Ministry of Science and Technology will study policies and mechanisms from the management and support more appropriate sanctions in controlling the quality of goods and products. But this must be consistent with the commitment when we become members of the world trade organization.

In the face of the challenge of international economic integration and the existence of intellectual property systems, businesses, organizations and individuals need to be supported to develop intellectual property from the State through the specific policies and measures. Therefore, in 2005, the Prime Minister assigned the Ministry of Science and Technology to develop an enterprise's intellectual property support and development program.

After being protected by geographical indications, famous specialties such as Luc Ngan litchi, Shan Tuyet Moc Chau tea, Tam Hai Hau rice . have higher selling prices than before.
