In case of endangered and rare wild animals directly threatening to threaten people's lives outside special-use forests, after the application of repellent measures is not effective, report to the Chairman of the District People's Committee. , commune, or city under provincial authority to consider and decide to allow trapping and self-defense to protect people's lives.
