The author of the idea is two 10-year-old girls Dinh Quynh Ngan and Dinh Thi Nguyet Minh , 5th grade, Tran Phu Primary School, Tam Diep City, Ninh Binh Province.

Minh and Ngan are small, but agile and soon reveal their intelligence. Sitting at the table in the classroom, sharing a passion for creative science, two small girls often discuss ideas that help people.
In the 2015-2016 school year, when the school popularized the Young Idea Ideas competition organized by the Ministry of Education and Training, the two students boldly presented the idea of storm receivers and handling, receiving strong support from teacher.
"It is a unique and new idea because the world has never had such a machine," said Le Xuan Thang, Principal of Tran Phu Primary School.
According to the author, the machine has two main parts: ground-based parts for wind storage and handling, ground-based parts collecting lightning and converting into electric energy sources. The process of turning ideas into models, the two children face many difficulties."The most difficult thing is to find the operating principle for the storm handling department in the ground because we have not learned about power source and intensive physical knowledge , " Minh shared.

Go home, Minh brings problems to tell his father. The machine operates on the principle that when a storm forms with strong wind, the propeller will draw air into compressed containers. At the reservoir, the sensor will measure the wind level and process it in two directions, one part escapes through the ground air vents, the rest makes the motor turn into electricity to serve people. Ground lightning collecting columns are also connected to underground electric tanks to store energy.
The machine is installed near the sea to reduce the wind in the land, reducing the devastating power of the storm. Materials of the model of receiver and storm processing in the ground are cheap waste materials or discarded toys such as water pipes, colored paper, bottles, propellers . The total cost of the model is VND 500,000. .

Overcoming 450,000 ideas of elementary school students nationwide in the 2016 Young Idea Contest, the model of underground storm receivers and handling achieved the first prize in grades 4-5.
