Meanwhile, in order to get super-profitable items like rhino horns, the oligarchs are willing to pay the locals a much higher price than the state subsidies for scientists.
With a low standard of living and attachment to mountains and forests, people in remote villages are willing to spend months of forest retreating to receive these funds. To them, being called poachers is not a big loss.
