The director of the Russian Space Agency said the US had rejected a proposal to cooperate with Russia to explore the Moon. "We are willing to cooperate, but for unknown reasons, the US said it would implement the program itself," said Anatoly Perminov.

The US space agency (NASA) plans to start building a base on the Moon when American astronauts return there in 2020. NASA has not yet commented on Mr Perminov's statement.
