After more than 1 year of studying many different technological solutions, the VSAT-IP solution has been selected. This is a new technology capable of providing many different services with lower cost compared to traditional information technology. The project was approved, the VSAT-IP gate station in Que Duong and Ha Tay started construction and was completed in November 2005.

Since August 2005, VTI has simultaneously installed VSAT-IP in remote areas of 17 provinces and cities across the country. By the end of December 2005, 124 VSAT-IP stations were installed and put into operation, meeting the state's target of telephone universalization to 100% of communes in 2005.
