ADOC Award 2006: Vietnamese delegation returns to

The ADOC Award 2006 (2nd time) held in Taipei ended with the award ceremony on the evening of June 30, with only 3 awards awarded to 3 contest areas: e-Gov, SME and applicants. Use to delete the digital distance. Although the participating products and applications are of relatively high quality, the Vietnamese delegation did not win any awards.

Contrary to last year's ADOC award ceremony, in the three areas of e-Gov (ICT applications in e-Government), SME (ICT applications in small and medium enterprises) and ICT applications to narrow the digital gap 6 APEC member economies participated in this year, only 3 products won the first prize for each field.

Last year, each field of attendance was awarded the First, Second, and Third prizes by the organizing committee of ADOC. In the products of each participating economy, the organizers have selected the Top 3 best solutions / products to award. In the end, three first and second prizes were awarded for the best 3 solutions / products out of 53 entries.

The Philippines was awarded the first prize on ICT Application for e-Government with the Project to Create a Center for Food and Nutrition Knowledge.


This year, on the topic of ICT Application for e- Government (ICT Best Practices for e-Gorvernment), the Philippine delegation was awarded the first prize with the Project to create a Center for Food and Nutrition Knowledge of the Institute of Science and High technology, Ministry of Science and Technology of the Philippines. Vietnam participated in this topic with a presentation on the Tax Administration System Project of a representative of the General Department of Taxation, an expansion project of the Vietnam Tax Administration Information System (e-Tax). Vietnam General Department of Taxation, won the second prize of ADOC Award 2005.

In the content of ICT application of small and medium enterprises (SME), Application Integrated information support services for mobile devices in Peru's GSM network won the first prize. The product of the Vietnam delegation in this topic is quite impressive with a very coherent presentation on FSS's .eHosipital Application , developed with a staff of 50 people over a period of 5 years. However, perhaps the awarding criteria of ADOC BTC prioritize initial applications, to help SMEs operate more effectively than massive scale solutions, linking dozens of major hospitals such as .eHospital .

In the topic of ICT Application for Bridging the Digital Divide, Indonesia won the first prize with The TeleCentre Story Solution , bringing Internet information to poor countryside through local information stations. (similar to commune cultural post offices in Vietnam). Local information stations (TeleCentre) will provide information and labor production materials so that farmers can raise and cultivate more effectively. Lac Viet MTD 2006 products participated in this topic of Vietnam, although they are supported by many languages, multimedia and many preeminent features, can help "interpreters" between English - French languages ​​- Central - Vietnam, but does not highlight the possibility of narrowing the digital gap between rural and urban areas, which is the criterion set by ADOC BTC.

Thus, this year, the Vietnamese delegation attending ADOC Award has left with only the medals awarded by the organizers to all participating units. On the general level of technology and scalability, Vietnamese products are even more prominent than ADOC's participating applications this year, but are not really consistent with the evaluation criteria of the contents of the award award.

Because of this, projects like Indonesia's Telecentre or the Integrated Information Support Service for Peru's GSM mobile devices are still awarded the first prize. Perhaps, in the coming ADOC attendance, Vietnamese participants should prepare and learn more about the ADOC award criteria so as not to go "blank" this year.
