Contribute ideas to the Draft Atomic Energy Law of Vietnam

On January 24, in Hanoi, Vietnam Institute of Atomic Energy (NLT) organized a workshop to contribute comments to the Draft Law on Vietnam Atomic Energy (Draft 1.7).

Attending the Conference were representatives of the National Assembly, Government Office, relevant ministries and leading scientists in the field of solar energy.

Previously, the Drafting Committee of Atomic Energy Law organized 3 workshops (in Hanoi, Ho Chi Minh City, Da Lat) and received feedbacks in a selective way, analyzed and compared. , compared with relevant domestic and foreign laws.

This draft consists of 16 chapters, 118 articles.

At the workshop, the participants focused on discussing the issues: The draft of the Draft (should the State Management and International Cooperation chapter be shortened and integrated into the General Regulations chapter?

In Chapter V - about radiation work and safety services, many people think that it should be dropped because of little content. There should be separate regulations on nuclear power plants. The content of the Draft should follow the spirit of safety regulation.

In the General Provisions section of the Draft, delegates should combine the two principles in Article 5 and Article 6. Should not state monopoly on nuclear power. Certificates for employees operating in nuclear facilities do not necessarily need to be issued by the Ministry of Science and Technology but may be issued by training institutions; Licensing requirements in some facilities are easy to understand that coincide with functions of other ministries and branches;

In the provisions on Nuclear Damage, there should be no limitation on compensation liability in the Law, so the Government should regulate; Unused currency is USD .

The drafting committee received comments from the workshop, expert advice and will continue to study and complete a number of issues such as: Types of nuclear facilities, distinguishing licenses with certifications radiation protection in some types of activities .
