Discussing to promote application of scientific and technological advances

On October 28, the second " National Conference of Centers for Application of Local Scientific and Technological Progress " was opened in Hai Duong City, chaired by the Ministry of Science and Technology.

With the theme "Enhancing the capacity of technology development and application activities for the Center for Local Science and Technology Application Progress", the conference focused on three main issues. Including reporting the results of activities in 2009 of the centers and discussing solutions and orientations to improve the capacity of centers in 2010.

Issues of technology transfer to meet the specific needs of the locality; method of organizing the operation of technology supply and demand; creative and effective models in management and promotion of technology services and consultancy; resources for development investment; methods of sharing information of activities . are discussed.

According to the Department of Technology Application and Development (Ministry of Science and Technology), in 2008-2009, 53 centers for application of scientific and technological advances across the country had nearly 220 topics and projects focusing on cultivation. , livestock, agriculture, environment . Of these, 42 centers have research, application and technology transfer contracts with a total cost of nearly VND 52 billion .

With the function of bridging, absorbing and transferring new technologies and technologies into production, the centers have brought many topics and projects into localities such as energy saving by vertical brick kilns; application of satellite positioning technology to control waste sludge vessels on Halong Bay .

However, because it is still in the investment phase, completing facilities to prepare for the transition to science and technology enterprises (according to Decree 115 of the Government) should be more than 50% central. The mind has not created a positive change in the development of science and technology in the locality.

In order to truly become a bridge to transfer technical advances, the proposed centers need to increase investment in facilities, equipment, visit and learn experiences at home and abroad, have stable funding sources. plan annually and have a policy mechanism suitable to the application of technology. In addition, it is necessary to develop programs for application of national-scale scientific and technological advances.

According to Deputy Minister of Science and Technology Nguyen Quan, to meet the current requirements, centers need to actively develop development and transformation plans under Decree 115; coordinate with research agencies, enterprises . to acquire technology, promote the application of technical advances, play the role of transferring research results into production, bringing about socio-economic efficiency. locally.
