In the past year, how is this activity expressed, TS?

Currently, LHH is urgently building five specific projects to implement Directive 42-CT / TW, which is the project of building knowledge dissemination law and professional engineer law, consolidation project and organizational development. LHH, the project to develop a mechanism for advising and assessing society, criticizing the project to build a financial mechanism for the operation of LHH and the project to build the operation regulation of the LHH Party Committee. However, member associations, especially many local unions, have not been passively waiting, but with the attention of the local Party committees, actively build their action programs in a creative and appropriate manner. with the situation and characteristics of my locality.

For example, Hai Hai LH has built an effective knowledge dissemination program and created a reputation for the local LH. The Secretariat has entrusted the task of collecting opinions of the S&T intellectuals to contribute to the draft documents submitted to the XI Party Congress.

Can scientists see that they really took the initiative in hot issues?

With the advent of Directive 42-CT / TW, scientists can actively take part in events, important issues of the country, especially, issues related to science and technology. According to TS, what do most people need?

The most talented people are not houses and salaries but the working environment, living environment and cultural environment. Many localities still offer policies to attract talents in the style of inviting talents to live permanently. How can an intellectual living in Hanoi take his wife and children to a place where pigs can live for a lifetime? We used to have a staff rotation policy, especially the education staff. But the sad reality is that it's easy to go, but it's difficult to return. This explains why intellectuals are determined to stick around Hanoi and Ho Chi Minh City .

Instead of a remuneration policy like some of the existing localities, can there be other ways to "pull" talents to serve the country?

Let's take the first step, select good experts for implementation in a few months, maybe a few years. Then they returned to their living and working environment. For example, as in the case of Prof. Ngo Bao Chau, if he invited him to return to Vietnam to live permanently, only a few years, without conditions to exchange with the mathematical elite in the world, the knowledge would be worn out. Personally, I think our country has a good team of intellectuals scattered in many parts of the world. We should not invite them to return home for work. But, for the problems that we need and with reasonable treatment, we can attract good professionals from all over the world. We are planning to test: In the next year, the functional departments must come up with a system of big issues that need to be addressed.
